The paper offers a comprehensive indicator for evaluating the effectiveness of implementation state policy in field environmental safety and development. under consideration can be flexible tool justifying strategic planning measures development, taking into account current development trends. idea solving optimization problem (bringing values complex to maximum) forming rational action plan is proposed.
